Not registering that the user completed the course

I have a course created by scorm input and when the user goes through the course to the end, it pops up a message saying that the course is complete and they have passed. However, when I go to release the certificate to them, it doesn't show them as having completed the course. It also shows as 100% completed in the bar above the course.

Any idea why this is happening and how to fix it?

Set the object as terminator and assign the certificate to completed status.

How do I set it as terminator? Under the object properties, I have it set as End object marker, and a certificate is assigned. Am I missing something else?

Check if the assigned certificate is set as user release (it means the user will be able to generate it by himself, otherwise an administrator will have to generate from the backend).
