Obligation to change the pw at the first log in

I have found that the system does not oblige you to change the password when you first log in, even if in Settings> User the option is checked (the password does not expire). Users in this case are registered by the Administrator and log in with the password received without receiving any notification to change it.
And it doesn't even seem to work by ticking "Request password change at next login" in the registration form of a new user to the platform.Has it happened to others?

Hi, I have just tested on a Forma 2.2.1

this is what I found out:
- force users to change pwd ticked in the LMS general settings => it works correctly
- edit the user profile and tick "force pwd change at the next login" => it works correctly
